This written evidence was prepared by Nicholas Juan, a defense and security analyst at RAND Europe, part of the RAND Corporation, a non-profit and non-partisan research institute, with the assistance of his colleagues James Black and Theodora Ogden. This evidence is original analysis based on the 2021 RAND study on UK strategy for the Great North by Juan, Black and Ogden, as well as a number of other relevant RAND studies on Arctic governance and great power competition in the region. on . The purpose of this evidence is to analyze the UK’s national security priorities in the North Atlantic and High North and how to develop Scotland’s role as an asset in delivering these priorities. Following the mandate of the inquiry, this written evidence will therefore mainly address these two topics;

  • What are the UK’s national security priorities in the North Atlantic and the High North?
  • What role do Scottish-based defense capabilities play in meeting defense and security objectives in the North Atlantic and High North?
